DIRECTOR: HUMAN RESOURCE MANAGEMENT (TCS)
Key Performance Areas
- Provide leadership and strategic direction in the Directorate
- Manage human resource administration services
- Manage the co-ordination of capacity development programs
- Manage the implementation of performance management systems in line with government directives and departmental policies
- Manage and facilitate the human resource strategy, planning and information systems
- Manage organizational design, job evaluation and process improvement
Prerequisites
- A National Senior Certificate / an equivalent plus an appropriate qualification (NQF 7) in Human Resource Management/ Public Administration/ Management / Office
Administration or an equivalent qualification in the relevant field / area as recognized by the South African Qualification Authority (SAQA)
- Proof of completion of the SMS pre-entry programme (Nyukela) upon the appointment
- Five (5) years’ experience at middle/senior managerial level in Human Resource Management or related field
- Valid driver’s license (except for persons with disabilities)
Person Profile
Knowledge of relevant Acts, Policies and Prescripts, Knowledge of relevant HR practices in the Public Service, Knowledge of relevant HR formulas, Knowledge of interdependencies in other areas, Knowledge of the mandate and objectives of the department, PERSAL knowledge, Knowledge of change management principles, Knowledge of retention practices and principles, Understanding of supply chain management principles, Knowledge and experience in the HR field, Knowledge of PMDS.
Extensive knowledge and understanding of the legislative framework governing the Public Service i.e. Public Service Act, Public Service Regulations, Basic Conditions of Employment Act, Public Finance Management Act, Labour Relations Act, Skills Development Act, etc. Ability to work in a highly pressured environment and driven by a sense of urgency to meet deadlines. Financial Management, Strategic capability and leadership, People Management and empowerment, Programme and project management, Service delivery innovation, problem solving analysis, client orientation and customer focus, communication.
